the jackL was spotted last week, and his picture was captured on a mobile device. i only got this picture tonight as i met up with my contact. the mobile device doesn't have the capability to transfer the image off without special equipment and given the urgency of this intel, i just used my mobile phone to take a picture of a picture. this explains the low level quality of the image. it is indeed the jackL.
